Plume. Dustly and crystallized. It encompasses the entire cigar not just blotches like mole. These are nine years old and should have some plume.

I vote for dust. It doesn't appear like mold, but it also seems very aggressive to be plume.

Not really. I have cigars in my Aristocrat, under the bottom shelf, that look a lot like that.  Just depends on the conditions.
