We're talking about a master grifter.  Give some away, sell some out in the open for full price, and give your best customers exceptional prices off-line so that they buy tons of product from you. Each one thinking that they are his best friend and the only person getting a shitload of smokes from him at a great price for such rarities. Then rerun the same cycle over and over telling your backdoor customers that you need to put up a few fivers every once in a while to keep the masses happy, but not to worry because you are reserving quantity and price for them.
