Are you kidding?  This guy defrauds people out of $Ks and "there's no need to persue a ban"?  He checks in everyday and doesn't respond to PMs.  There's no reason to allow him to even look at this board IMO. 

Also this scam was a new one... he found a way to commit fraud as a buyer... he can find another way for an unsuspecting seller.  I'd say he should be toast.
