Think that it depends on your vendor and if they are reputable. If they are are you could chalk this up to just being printing error that was missed/overlooked. If your unsure about source it should raise alarms and be questioned further.

Borders are off and 3 1/2 rows of white squares on the cigar on the right tells me that's not good

Wrappers look pretty good for an EL, which makes me think "fake." Appearance of bands, I have learned, is immaterial.

Re: Fake or Real?
I am surprised for the very little participation. If I posted this in the BZ, it would have been different... I am sure.
Anyway, I got those two as singles. Both cigars had similar wrapper color and exact length and ring gauge. The band on the right stood out right the way. I compared it to another box I had, and it looked different. I showed the two cigars to a good friend of mine, and he concluded that the one on the right is suspect. I decided to put them to fire and compare.
Both cigars tasted the same as each other, and the same as a third cigar from a different box. Cohiba DNA in its core. I smoked the one on the right last. It was fantastic smoke and reminded me with EL 2003. Coffee beans, sweet cream, warm spices, and Cohiba twang in its core. Perfect draw and combustion. 2 hours of smoking pleasure and I smoked it to the nub.
