Add 3.5% (or 4% if you're feeling generous) to the total agreed sum and send it [b]Goods&Services[/b].  You will, therefore, have recourse with PP.  As a matter of fact, if you tell PP you tried to buy tobacker products and had no idea it was [i]verboten[/i], etc., etc., they will get their account [b]frozen[/b].  [b][i]Then[/i][/b] you can follow up with your bank to file a [b]fraud[/b] claim about those Fuentes somebody promised you and you never got.

I've heard the threats against the scammers again and again.  The next person who encounters any criminal charges and actually prosecuted will be the first. 

Not to say I hope this guy doesn't get what's coming, but I have my doubts.

I feel bad some people got taken here but yeah lawyer threats are comical.  My guess is he has to use wife's PP because he has been caught scamming on his own PP so empty threats are not going to scare this scammer.

Another suggestion for the future besides not F&F. I asked him to shoot a quick video on his phone or FaceTime me so I could see the boxes and Jar live. He stopped talking to me at that point and never returned a message to me. This is another way to confirm the cigars are actually there. Just some more information for the future.
