Phone number is because if the person calls you and tells you verbally what is going on

1.  Can't be paper trailed
2.  Can talk about the cigars inside being valuable.
3.  That is creepy
4.  Can cut a deal on the phone and avoid Ebay fees.
5.  Still creepy

Not just the phone call thing. The whole thing just reeks of a scam. Plus when a question can be answered through a sites messaging system why request a phone number from a stranger?

If either party is actually serious, a phone call request is not out of the ordinary. In fact just the contrary. If a deal that questionable and of that dollar value....and they didn't want to discuss it over the phone, THATS sketchy. I request phone numbers any time I'm doing a deal over a few hundred bucks with someone I don't know. eBay or not, I don't care. Phone numbers, references Facebook I go all in on that stuff.
All that being said, that a well layed out plan can still get your $. But why not take the extra precautions.

Both auctions had tons of bids. That .99 and 0 bids is just what Ebay shows when it is ended early. After the first auction he added verbage to the description about bidders with less than 10 feedback needed permission from him. Basically making it sound as if the winner flaked out.
I sent him a question on the first auction about the loose looking butcher paper, he responded saying to give him my phone number to ask questions! Total scam!

This seems sketchy to me... anyone can call you, and use an anonymous number to do that, via Skype, so you won't have his number, should anything go wrong.  It would seem more legit to me, if he actually sent you his cell number, and had you call him for further details/info.  The fact that he wants to call the buyer is just odd to me, and screams scam, since this is an Ebay deal.
