Registration problems

I'm posting this on behalf of a fellow member of another forum.
He said he has tried to register multiple times, and waiting several months between attempts for a registration email response, but never gets one, even after the forum announcement shows that registrations have been completed.
He has tried multiple email addresses and usernames and checked his spam folders with no results.
Anyone able to give me a username of the correct person to contact to have someone look into it for him?
Would be greatly appreciated
