Here is the other end.  Probably started over the smokincegars stuff:

I had the same thing happen to me when I gifted and also purchased something from a friend (non tobacco related). It was flagged with the same message. I had to send an email to Paypal compliance explaining what I purchased. It took 24hrs to clear....as the payment was pending.

Wade- did PayPal send you that recently? After several email exchanges I fired back with:

"There is no legal basis for this inquiry on my PayPal account. Please provide me with the "identified activity" that substantiates or implies ANY violation of OFAC rules and regulations".

Wouldn't you know, Last night I received notice that my account was restored and my donation was processed.

I feel that Wade is in the right as he does not provide any services and I am glad his account got cleared.

On a side note I would however like to see the donations updated as it has been over a year and a half since these have been updated.  With all due respect you should give some credit to those who support the site.
