Can't blame Raul here, he's only got two more years of the Broken ATM Machine Presidency, so he's gonna punch all the ATM buttons he can in hopes the free cash starts flying again.

Fortunately, the embargo cannot be lifted without congress and it's quite apparent that will be a no go. I don't think he'll get anywhere with his demands.

I thought basically the same thing. The US has little to gain in this deal, Cuba has much to gain. Raul is over playing his hand. That and he's probably placating his brother who I'm guessing went ballistic on him.
and
He still needs the "blockade" to use as an excuse for the broken economy so as long as he has something to demand...

Which is all the more reason we'd give in to their wishes. Since when does.our government ever do anything that makes any sense?

Oh please Obama would like nothing more than to toss Little Castro a couple billion dollars of our money and claim som great foreign policy victory, much like that arab spring which is in reality looking more and more like it's going to be all out war in the middle east.
