Well Brian finally responded to my email and has refunded my money.  Apparently, he was out of the country for a couple of months without access to the Internet. Regardless, he sent me the 200$ he owed me, so I'm not really concerned about his reasons. I'll never do business with him again, and I left him negative feedback long ago.
