I've had it happen to an opus with a few years on it and a monte pettit tubo, both from the cedar around the stick but I imagine the principle is the same. Here's a thread with pictures of the opus issue (not mine but same thing)

A trick I learned to see mold that has been wiped is to take a picture of the cigars with the flash on, you will see a white fuzzy halo from where the mold spots were.
Mold usually forms at the highest point in the humidor as that is where moisture collects. Humidity rises.

Something that some people don't believe exists because every box of CC's is of the exact same quality and don't mind getting pure crap from gray market vendors.
I may not have a palate refined enough to tell the difference between HQ and PSP, but I sure as hell can tell the difference between some boxes I received that were borderline dog rockets from some regular sources and the stuff I've received from Oz.

Nobody denies the existence of PSP "graded" cigars from FOH. Your vehemence makes you sound desperately defensive though. And you didn't even answer the question that you quoted :)
To the original question....PSP is one of several grades of cigars, sold, and priced at a much more profitable rate, by a vendor in Australia. He inspects the cigars, and through looking, smelling, & feeling he predicts a superior smoking experience. As many have stated on here and most other forums (except FOH), it's a terrific marketing scheme...some have gone as far as to say genius. Nobody that I know, with much buying experience, and with a relationship with good vendors, finds a need to pay a premium over and above the already inflated prices (Oz taxes are medium high) from this vendor.
The bottom line is, there are enough folks who fall for the marketing and are satisfied for it to be seemingly successful. I use as many as 6 different vendors, all but one of whom open and inspect the cigars. I just don't pay 20-40% more for this one vendor's clairvoyance :)

Well, I took the prior post to mine as a sufficient answer to what PSP means.
As far as pricing goes, they can certainly be quite high on certain cigars when you get into the HQ/PSP grades and be more than half dozen or so regular sources. That said, if you're patient, you will catch some good deals on various cigars. I often come away with pricing of HQ's and PSP's for less than the half dozen or so regular sources. I buy what I want and never in a hurry and know it's not uncommon for the same box to reappear a few weeks later for $25-75 less. I know their main "store" is quite high, but what I generally pay is on par with the competition, and in most cases, even better than those who simply lift the lid and only really assure they're not sending you a box of moldy cigars, only to later claim it's plume.
