There are several factors beyond Cuba's control that makes China a natural partner. In the previous administration the US government implemented the Magnitsky act on Cuba and Venezuela. The act does not allow Cuba to send/receive electronically funds in USD. Banks have been advised that if they transfer/receive funds from Cuba their deposits in USD will be seized. Cuba's only source for cash will be rouge countries. China seizes the moment. "I'll send you 100 flip-flops for every Siglo VI you can provide". All of the LCDH's get schtupped as 100 year relationships mean nothing now. Cash is king. The US has made extreme efforts so that Venezuelan fuel does to not get to Cuba. It has played a major role in Cuba's energy crisis. Nicaragua and Mexico are making "donations" of fuel "for the people". The Magnisky act is supposed to improve the lives of the Cuban people. All it did was improve the lives of some Chinese. So I guess yeah, China's not to blame. John
