JO is selling cigars that he claims come from good stock, but he provides no provenance and makes it clear he will not provide provenance.

XTR, thanks for speaking the truth. Johnny-O does not provide provenance.
The unfortunate situation, though is that JO does not "make clear he will not provide provenance." Quite the opposite, in fact. He will wink, nod, imply, insinuate, and do just about everything imaginable to lead consumers to believe his cigars are Cuban puros.
He will not, however, say six simple words:
"All my cigars are Cuban puros."
And heaven help you when you call him out. He will call you every filthy name in the book, use every juvenile insult he can muster, and just generally comport himself in a totally disreputable manner. And, of course, there's always the reference to Mysterious Forces working against him -- Mysterious Forces that are too mysterious for the common man to know about or understand, of course.
Again, however, he will not tell you that all his cigars are Cuban puros.
The other unfortunate situation is that there is a large crowd of people who (wittingly or unwittingly) shill for him. THEY will tell consumers that JOs cigars are Cuban puros. And you better believe JO will do nothing to correct them. He goads these (possibly innocent) mouthpieces on, in fact.
As to potential customers who are old hands, that doesn't bother me so much. They should know better, caveat emptor.
But I really feel sorry for all the newcomers who are duped by the misdirection and insinuations -- particularly when aided and abetted by people who, nominally, you would hope they would look up to as elders of the tribe.
