Technically any travel is still allowed and unchanged as long as you booked at least one thing before the June 16th announcement. With that said, the new regulations haven't been announced or started so it's buyer beware on what risk you want to take if booking after June 16. If you book your trip now and travel before any new regs are enacted, I'd say you're fine. But technically, maybe not? Your guess is as good as anyone's. I'd personally wouldn't be worried as long as travel is done before new announcements. And, who cares even after... just get more creative.

OK after all that, please post additional information on the trip. I have another trip about the same time to Cabo and want to move it if I have to for the Cuba trip.

Now if you are worried that they will change the regs, and if your trip is more than 30 days in advance and you dont think they will grandfather you in for that trip, then simply reserve your trip accomadations, but no not buy airfare or pay for you trip until 30 days or less for the date of your trip if you are traveling under an individual license.
