Nobody says it's the police department's job to police cc's. However, I don't see it going anywhere due to the embargo that makes said purchases illegal. Scammers do it with cc's for a reason. As I said before, the next scammer that actually faces criminal charges and is prosecuted will be the first.

Mail Fraud
U.S. Postal Inspectors investigate any crime in which the U.S. Mail is used to further a scheme--whether it originated in the mail, by telephone, or on the Internet. The use of the U.S. Mail is what makes it mail fraud.
If evidence of a postal violation exists, Postal Inspectors may seek prosecutive or administrative action against the violator. However, if money is lost through a fraudulent scheme conducted via the mail, Postal Inspectors lack the authority to ensure you receive a refund and can't require that products, services, or advertisements--on the Internet or elsewhere--be altered.
Postal Inspectors base investigations of mail fraud on the number, pattern, and substance of complaints received from the public. The Postal Inspection Service will carefully review the information you provide. We may share the information with other agencies when there is a possible violation within their jurisdiction.
If you feel you've been victimized in a fraud scheme that involves the U.S. Mail, submit a Mail Fraud Complaint Form to the U.S. Postal Inspection Service.

Anyway you draw it, it blows my mind that there are scumbags like this around. Who the hell would do something like this. The sad part is as it's illegal cuban cigars I don't think there is anything we can do. The total on this fraud is going to be huge. Would love to see the piece of shit end up in jail or get a good beating but don't see anything happening.

I know it's mail fraud for the purpose of buying a LEGAL product or service. I'm far from an attorney, but recall from business law courses several years ago that you cannot contract for illegal goods and services, which this also seems to fall into. That's why I say time and time again the scammers go the route of high dollar CC's and not waste their time because they have far less ground to stand on if they were scamming buyers out of $1k boxes of Arturo Fuentes.
BTW, just spoke to a buddy of mine that is an attorney and he said the same thing-it's not enforceable.

For what it's worth..HighEndCigars hasn't logged in since the 12th of February. It's fair to assume he has another handle he's using to check this thread:
Name: HighEndCigars
Position: Newbie
Date Registered: October 12, 2014, 12:30:24 PM
Last Active: February 12, 2015, 09:16:50 PM
It's likely he has multiple handles. This alias was created in October so the scam was in the works for at least 5 months.

This sucks. Nothing may happen to him legally, but karma is a bitch and one day he will get his ten times fold.
