These come from the humidors that are sold/auctioned off at the Partagas Festival. They just add the Encuentros band to the high end cigars they include with the humidors.
My buddy bought two boxes of Connie A's at Partagas (Nov 2014) during the Festival. Both boxes came with the extra band. He showed them to Hamlet and he basically told him they never got around to using them. Hamlet said. "Buy them mang" ;D
