Obviously plume. Mold is patchy and fuzzy.

Simple....you can't tell without a closer look. Or direct look at the smokes(in hand).
IF I had to guess...mold.
I bet it doesn't wipe off easily.
(I mean this is the battle zone afterall!)

even in not so great pictures, mold is more 3D than that and heavier in certain spots over others. the picture posted it's even over the entire cigar and not 3D. I'm confident it is not mold.

Can't really say from the picture but because it appears concentrated at the head of the cigar, I would guess mold. IMHO plume just doesn't appear that clearly after 9 years.

I was wondering the same thing!
My guess would be a mix of dust and plume.
But I wouldn't be surprised one but if it was mold.
Could very easily be either.

I picked up sealed box of Monte Sublimes earlier in the year that were covered in plume and they're only 4 years old

There's a local B&M by me that uses tap water in their humidifiers, and almost every cigar in their shop that sits for more than a month is covered by little white mineral deposits. We have pretty heavy mineral content in some of the water around here, and when it dries out, it looks like a fine white dust, similar to plume. I guess it could be that too. I still don't think its mold.

Looks like plume, but that's a suspicious amount of plume on these. I'm too lazy to dig up my box to compare, but I bet they don't look half as old and crusty.
