This. Check with a reverse image search to make sure he wasn't grabbing pics from elsewhere on the net, but the EXIF data will give you coordinates that can be forwarded to LEO. They tend to take a dim view on wire fraud.

For everyone that has been taken by this cunt, be sure to let Paypal/Venmo know its fraud. That way they can work on reversing the transactions and leaving him on the hook for all of them.

Pretty ridiculous situation. I don't have a dog in this fight but I wonder if anyone has ever reported such a thing to the police? I'd love to see people made whole and him incarcerated because that's what should happen. But where would the investigation go should one happen? I'd imagine here.

Considering we we buying Cuban cigars which are technically not legal isn’t it similar to reporting a drug dealer who stole your money? I lost $240. I’m gonna try to reverse thru Amex. If that fails I’ll take my medicine. Don’t want to throw the baby out with the bath water

A much, much better scam happened a while back and threat of legal action was enough to provoke a response that led to the satisfaction of the parties who got involved. Most times the serious threat of legal ramification is enough to bring closure. Generally speaking, LE doesn't give a fuck if you attempted to buy CC's online. It's very clear that importing Cubans is illegal. But owning them is certainly a gray area, and you'd be just fine owning anything from the time frame when relations were being normalized with Cuba. Wire fraud however can certainly draw more interest from LE and if any tracking numbers are provided that's also mail fraud.

I don't think that you can speak for all law enforcement folks because the right one certainly may care. I would. That's the first thing I would check out if I was actually investigating a guy who ripped off a bunch of people on a random website. I'd be getting on that website.
